Consultant to Develop Rwanda Malaria Training Manuals

About the role
The Rwanda Ministry of Health and the Rwanda Biomedical Centre are seeking a consultant to develop and standardise malaria training manuals that align with the Rwanda Malaria Strategic Plan 2027‑2030, national treatment guidelines and the Multiple First‑Line Therapy strategy. This short‑term assignment will support continuous professional development for health workers across all levels of the health system.
Key responsibilities
- Conduct a rapid desk review of national malaria policies, guidelines and relevant programme documents.
- Engage with key stakeholders—including the Ministry of Health, RBC/MOPDD and implementing partners—to gather inputs and validate content.
- Design training manuals, facilitator guides and participant workbooks for different cadres (CHWs, facility‑based providers) in Kinyarwanda, English and French.
- Integrate the manuals with the national Learning Management System and develop competency‑based assessment tools (pre‑tests, post‑tests, clinical skills checklists, case studies).
- Incorporate the Multiple First‑Line Therapy strategy into all relevant training modules.
- Deliver a stakeholder‑validated final training package within 45 working days.
Required profile
- Proven experience in instructional design and curriculum development for health programmes.
- Familiarity with malaria control strategies, treatment guidelines and public‑health training initiatives.
- Ability to work collaboratively with government officials, NGOs and technical partners.
- Excellent written communication skills in English; proficiency in Kinyarwanda and French is an advantage.
