Consultant for Research Coordination & Remedial Learning Implementation

About the role

UNICEF is seeking a consultant to lead research coordination, support the implementation of the national remedial learning programme, and conduct government data analysis. The role is office‑based in Kigali for a 12‑month period (01 July 2026 – 30 June 2027).

Key responsibilities

• Generate timely, policy‑relevant evidence to strengthen remedial learning implementation.
• Institutionalize repeatable analytical routines for MINEDUC, REB, and NESA.
• Co‑analyse data with government teams, provide mentoring, and develop standard operating procedures.
• Create reusable scripts, templates, and a final technical handover package.
• Conduct costing and value‑for‑money analysis to inform scale‑up decisions.

Required profile

• Advanced university degree (Master’s or higher) in Education, Statistics, Economics, Data Science or related social sciences.
• At least eight years of experience in education research, implementation research, programme evaluation or learning assessment analysis, preferably in Rwanda or similar contexts.
• Fluency in English (spoken and written); French is an advantage.

Required skills

• Advanced data analytics, including cleaning and integrating large datasets.
• Proficiency in Stata and/or R for reproducible statistical analysis.
• Experience with mixed‑methods research linking quantitative and qualitative evidence.
• Technical assistance and capacity‑strengthening through co‑working and mentoring.
• Costing and value‑for‑money analysis.
