Country HSE Manager

About the role

The Country HSE Manager will lead the implementation of health, safety and environmental programmes across Spiro’s manufacturing facilities, service workshops and swap stations in Rwanda. The role ensures compliance with local and international regulations, drives ESG initiatives and builds a strong safety culture in partnership with site teams and external stakeholders.

Key responsibilities

• Ensure compliance with Rwanda’s environmental and safety laws and international standards such as IFC, World Bank and ISO.
• Conduct risk assessments, safety audits and incident investigations across all sites.
• Implement waste‑management, emissions‑control and resource‑efficiency measures.
• Develop and deliver HSE/ESG training programmes for employees and contractors.
• Oversee HSE reporting, performance tracking and act as the primary contact for regulators and external audits.

Required profile

• Bachelor’s degree in occupational health & safety, environmental science, engineering or a related field.
• Minimum 7 years of HSE experience in manufacturing, energy or industrial operations.
• Strong knowledge of Rwandan E&S regulations and global ESG standards (IFC, World Bank, ISO).
• Proven experience with ISO management‑system implementation and certification (ISO 9001, ISO 45001, ISO 14001).
• Relevant certifications such as NEBOSH or ISO Lead Auditor are preferred.
