Technical expert on climate change and health (consultancy)

About the role

The UNICEF consultancy seeks a technical expert to design, operationalise and institutionalise a climate‑informed health intelligence and early‑warning system for Rwanda’s Ministry of Health. The role will support evidence‑based decision‑making on climate‑sensitive diseases and strengthen health system resilience.

Key responsibilities

• Design and implement a climate‑informed health intelligence platform for the Ministry of Health.
• Develop and operationalise an early‑warning system for climate‑related health risks.
• Provide technical advice and capacity‑building to government counterparts.
• Integrate climate and health data to support risk assessment and public‑health preparedness.
• Produce analytical reports and evidence‑based planning tools for decision‑makers.

Required profile

• Advanced university degree in public health, environmental and climate science, epidemiology or health economics.
• Minimum eight years of relevant professional experience.
• Demonstrated expertise in climate and health intelligence, early‑warning systems and decision‑support tools.
• Experience designing or managing projects on climate‑health data integration, risk assessment or public‑health preparedness.
• Proven ability to work collaboratively with government, UN agencies and other stakeholders, preferably in African or similar contexts.
