Senior Road Maintenance Fund Expert

About the role

NTU International is looking for a senior expert to support the establishment and operationalisation of Road Maintenance Funds (RMFs) across ECOWAS member states. The role will focus on legal, institutional and financial reforms that enable sustainable, performance‑based road maintenance financing.

Key responsibilities

• Assist ECOWAS institutions and national authorities in designing and reforming RMFs.
• Provide technical advice on sustainable financing mechanisms such as fuel levies, tolls and user‑based fees.
• Review and draft legal, regulatory and institutional frameworks related to road maintenance funding.
• Develop transparent, decentralised and performance‑based financing systems.
• Strengthen governance structures, operational procedures and accountability mechanisms for RMFs.
• Prepare technical guidelines, operational manuals and financing frameworks.
• Coordinate with development partners, road agencies and other stakeholders.
• Deliver capacity‑building workshops, trainings and technical assistance.
• Support monitoring, reporting and analytical outputs on financing reforms.

Required profile

• Master’s degree in civil engineering, transport economics, infrastructure finance, public administration or a related field.
• At least 10 years of professional experience in road maintenance financing, infrastructure management or transport sector reforms.
• Minimum 7 years of experience specifically with Road Maintenance Funds or similar infrastructure funding mechanisms.
• Proven experience working on donor‑funded projects in developing countries, preferably in Sub‑Saharan Africa.
