Consultancy to develop training tools for RISE Inclusion SOP

About the role

UNICEF is seeking a consultant to design and develop practical, user‑friendly training tools and materials that will enable implementers to understand and operationalise the RISE Inclusion Standard Operating Procedures (SoP). The consultancy will translate the SoP into accessible content tailored to diverse user groups and strengthen capacity across the RISE learner journey.

Key responsibilities

• Develop a comprehensive package of training tools, guides and multimedia resources aligned with the RISE Inclusion SoP.
• Tailor training content for different stakeholder groups, ensuring relevance for gender equality, disability, refugee and youth inclusion.
• Incorporate gender‑transformative approaches and safeguarding standards into all materials.
• Collaborate with UNICEF staff and local partners in Kigali, including travel for workshops and stakeholder meetings.
• Provide clear documentation and facilitation guides to support rollout and certification processes.

Required profile

• Master’s degree in Development Studies, Gender Studies, Education or a related field.
• 7‑10 years of professional experience in training design, curriculum development, facilitation or capacity‑strengthening.
• Demonstrated expertise in gender and inclusion programming, including disability inclusion and PSEA frameworks.
• Experience working in Rwanda or comparable contexts is an asset.
• Strong ability to translate technical frameworks into practical, accessible tools.
