WASH & IPC Consultant – Ebola Preparedness (Kigali)

About the role

UNICEF Rwanda is seeking an experienced consultant to strengthen Water, Sanitation and Hygiene (WASH) and Infection Prevention and Control (IPC) systems in preparation for a possible Ebola Virus Disease (EVD) outbreak. The consultant will work closely with the Ministry of Health, Rwanda Biomedical Centre and other national partners to enhance preparedness, prevention and response capacities.

Key responsibilities

• Assess and reinforce IPC practices in health facilities across Rwanda.
• Scale up WASH services in health and community settings to meet emergency standards.
• Develop and deliver training modules on EVD preparedness for health workers and community volunteers.
• Support the design of monitoring tools and rapid response mechanisms for potential outbreaks.
• Provide technical guidance to government agencies and partners during simulation exercises and real‑time response.

Required profile

• University degree in Public Health, Environmental Health, Engineering, Epidemiology or related field.
• Minimum eight years of experience in WASH and public‑health emergency response, preferably Ebola or similar outbreaks.
• Proven ability to work effectively in cross‑cultural and multi‑disciplinary teams.
• Strong communication skills in English and Kinyarwanda (spoken and written).
