Project Manager – Rwanda TVET Agriculture

About the role

Expertise France is seeking a Project Manager to lead the implementation of the Rwanda TVET Agri project in Kigali. The role involves coordinating a multidisciplinary team, managing donor contracts, and ensuring that project activities are delivered on time, within budget, and in line with technical and legal requirements.

Key responsibilities

• Oversee the full lifecycle of the project, from planning and budgeting to execution and reporting.
• Lead a team of nine staff members based in Rwanda, providing guidance and performance management.
• Coordinate with project beneficiaries, partners, and the Project Officer in Paris to align activities and expectations.
• Monitor project progress, manage risks, and adjust strategies as needed.
• Prepare and submit technical, financial, and monitoring reports to headquarters, donors, and partners.
• Ensure compliance with donor contracts, budget execution, and audit requirements.

Required profile

• Proven experience in managing development projects, preferably in the education or agriculture sector.
• Strong understanding of project governance, monitoring‑evaluation frameworks, and financial management.
• Excellent communication and stakeholder‑engagement skills.
• Ability to work in a multicultural environment and travel within Rwanda as required.
