New Business Development Manager

About the role

The New Business Development Manager will join the senior leadership team of the Rwanda and Burundi Country Office to drive resource mobilisation and new business development. Reporting to senior management, the role will shape funding strategies, engage donors, and lead proposal development to expand the office’s portfolio.

Key responsibilities

• Develop and implement a robust country‑office funding strategy aligned with the Country Strategic Plan.
• Identify, cultivate and maintain relationships with strategic donors and funding partners.
• Lead donor engagement initiatives, both in‑country and, when required, out‑of‑country.
• Oversee programme and proposal development processes, coordinating concept notes and full proposals for new funding opportunities.
• Embed best practices, tools and training for new business development across all departments.
• Conduct after‑action reviews to ensure continuous improvement of proposal management.
• Represent the office in high‑value funding negotiations with donors, governments and peer agencies.

Required profile

• Member of the extended senior leadership team with proven experience in resource mobilisation and donor engagement.
• Ability to work within Rwanda working hours (+/- 2 hours) and adapt to remote or onsite arrangements.
• Willingness to undergo a Level 2 safeguarding police check.
