New Business Development Manager

About the role

The New Business Development Manager will join the senior leadership team of the Rwanda and Burundi country office, driving resource mobilisation and new business development. Reporting to senior management, the role is responsible for shaping and executing a comprehensive funding strategy that aligns with the Country Strategic Plan.

Key responsibilities

• Develop and implement a robust country‑level funding strategy and donor engagement plan.
• Identify, cultivate and maintain relationships with strategic donors, partners and funding agencies.
• Lead programme and proposal development, coordinating concept notes and full proposals for new funding opportunities.
• Embed best‑practice NBD processes, tools and training across all departments.
• Manage competitive proposal cycles, conduct after‑action reviews and drive continuous improvement.
• Represent the office in high‑value donor, government and partner engagements, both locally and internationally.

Required profile

• Proven experience in resource mobilisation, fundraising or business development within the development sector.
• Strong leadership and stakeholder‑management abilities, with a track record of building strategic partnerships.
• Excellent communication skills and ability to work across multicultural teams.
• Willingness to work in Kigali (or remotely within Rwanda working hours) and travel as needed.
