National Consultant for Disability Mainstreaming in Rwanda

About the role

UNICEF is seeking a National Consultant to support the integration of disability considerations into Rwanda's national and local planning and budgeting processes. The consultant will work closely with government ministries and stakeholders to ensure disability inclusion is systematically embedded in policy and financial decisions.

Key responsibilities

• Provide technical assistance to the National Council for Persons with Disabilities (NCPD) to strengthen disability mainstreaming in planning and budgeting cycles.
• Improve planning, budgeting, and monitoring tools and assess the integration of disability inclusion within sectoral and district plans.
• Support capacity development, planning consultations, and quality‑assurance processes for government entities.
• Coordinate advocacy and institutional commitment activities to enhance accountability for disability inclusion.
• Lead analytical initiatives such as disability indicator mapping, capacity assessments, development of management information and referral systems, and costing of disability support services.

Required profile

• Master’s degree in social policy, public policy, development studies, economics, or a related field.
• Minimum 5 years of experience in disability inclusion, government planning and budgeting, public financial management, monitoring and evaluation, and capacity building for public institutions.
• Proven experience in multi‑stakeholder coordination within decentralized governance contexts.
• Fluent in English.
