National consultant for developing a Costed National Nutrition Strategy

About the role

The consultant will support UNICEF in Kigali to develop a costed National Nutrition Strategy for Rwanda. This 5‑month, office‑based assignment involves policy review, strategic planning, costing and resource mobilisation to strengthen nutrition outcomes.

Key responsibilities

• Review existing nutrition policies and ensure strategic alignment.
• Conduct situational analysis, stakeholder mapping and consultations.
• Develop the Nutrition Strategic Plan and its results framework.
• Cost the strategic plan and identify financing and resource‑mobilisation options.
• Design implementation and governance frameworks.
• Establish monitoring, evaluation and learning (MEL) mechanisms.
• Perform risk analysis for the strategy.

Required profile

• Master’s degree in Nutrition, Public Health, Global Health, Health Economics or related field.
• Minimum seven years of professional experience in nutrition policy, health financing and multisectoral programme design.
• Proven experience developing national strategies, technical reports, policy briefs and guidelines.
• Experience in stakeholder engagement, workshop facilitation and capacity‑building.
• Fluency in English and Kinyarwanda; French is an asset.

Required skills

• Strong knowledge of nutrition programmes (maternal, infant, young child, micronutrient interventions, community nutrition).
• Familiarity with national health and nutrition policies and public‑health principles.
• Advanced analytical and quantitative abilities for data collection, analysis, interpretation and presentation.
• Ability to synthesize complex information and provide evidence‑based recommendations.
• Excellent report‑writing and communication skills.
