About the role

The Monitoring, Evaluation and Learning (MEL) Officer will support WUSC’s mission in Rwanda by tracking project implementation, measuring impact, and fostering a culture of evidence‑based learning. This position reports to the MEL & Data Compliance Manager and works closely with program teams and partners.

Key responsibilities

  • Develop and maintain monitoring frameworks, indicators, and data collection tools.
  • Collect, clean, and analyse quantitative and qualitative data to assess project performance.
  • Produce regular progress reports, impact assessments, and learning briefs for internal and external stakeholders.
  • Ensure data quality, compliance, and timely submission of MEL deliverables.
  • Support knowledge‑sharing activities, including workshops, webinars, and documentation of best practices.

Required profile

  • Fluent English; working knowledge of French, Kinyarwanda or Swahili is an advantage.
  • Experience in monitoring, evaluation, or learning within international development or education projects.
  • Strong analytical mindset with ability to translate data into actionable insights.
  • Excellent written and verbal communication skills.
