Human Resources Manager

About the role

The Human Resources Manager will lead the HR function on site, taking full ownership of designing, communicating and implementing organisational structures, policies, working‑time arrangements and employment contracts for a diverse workforce. The role demands a resilient, hands‑on professional who can operate largely unsupervised, manage a small HR team and deliver complex change initiatives on schedule.

Key responsibilities

• Design, obtain Shareholder sign‑off and roll out new organisational structures, reporting lines and working‑time arrangements.
• Develop, communicate and enforce new HR policies and procedures across the business.
• Plan and manage the re‑issuance of employment contracts for permanent, casual and cooperative workers, ensuring compliance with Rwandan Labour Law.
• Create detailed implementation plans for change initiatives, reporting progress and risks to the General Manager.
• Maintain a comprehensive suite of HR policies aligned with local legislation.
• Keep audit‑ready HR records, contracts and documentation for all employee categories.
• Ensure statutory compliance for social security (RSSB), PAYE, work permits and other regulatory obligations.
• Oversee HR administration for ~200 permanent staff and 200‑500 casual/cooperative community members.
• Manage the full employee lifecycle: recruitment, onboarding, performance management, disciplinary actions, grievances and exits.
• Supervise payroll input, leave, attendance and time‑and‑attendance systems.
• Act as the primary liaison with local communities, cooperatives and government authorities on labour matters.

• Ability to work largely unsupervised and meet shareholder‑driven deadlines.
• Experience managing a small HR team and delivering complex change projects.
• Strong knowledge of Rwandan Labour Law and statutory compliance requirements.
