Head of Partnership and Programme Support Unit

About the role

The International Organization for Migration (IOM) seeks a senior professional to lead its Partnership and Programme Support Unit in Rwanda. Reporting to the Chief of Mission and working closely with the Head of Programmes, the role oversees programme development, reporting, strategic communications, MEAL and knowledge management to enhance mission‑wide programme quality and resource mobilisation.

Key responsibilities

• Support strategic planning, resource mobilisation and donor engagement by analysing migration trends, funding opportunities and developing fundraising strategies.
• Lead the development of proposals, results matrices, budgets and PRIMA submissions, ensuring compliance with IOM standards and donor requirements.
• Coordinate the unit’s MEAL systems, monitor results, risks and performance trends, and integrate lessons learned into programme improvement.
• Oversee donor and institutional reporting, ensuring accuracy, evidence‑based content and adherence to data protection and clearance procedures.
• Manage the Partnership and Programme Support Unit, providing supervision, work planning and timely support to programme teams.

Required profile

• Master’s degree in Political or Social Science, International Relations, International Development or related field with at least five years of relevant experience, or a university degree with seven years of experience.
• Proven experience in programme development, donor reporting, results‑based management, resource mobilisation and project cycle management in humanitarian, development or migration contexts.
• Experience supervising staff and coordinating cross‑functional teams, and liaising with donors, government counterparts and UN agencies.
