Grant and Finance Manager

About the role

The Grants and Finance Manager is responsible for day‑to‑day management of grants, finance, procurement and administrative functions, ensuring compliance with Pact policies, donor requirements and local regulations. The role supports partner capacity strengthening and aligns financial resources with program activities.

Key responsibilities

• Administer the full sub‑award cycle from planning and due‑diligence through negotiation, monitoring, amendments and close‑out.
• Coordinate pre‑award assessments, review financial management systems, internal controls and procurement processes of sub‑recipients.
• Monitor sub‑award budgets, expenditures, disbursements and liquidations, ensuring proper documentation and reconciliation.
• Review sub‑recipient financial reports, bank reconciliations, payroll, procurement records and VAT claims for accuracy and compliance.
• Provide training and technical support on financial management, grants compliance and procurement to sub‑awardees and internal staff.
• Maintain up‑to‑date records in Pact’s grants and accounting systems, including Salesforce and Serenic Navigator.
• Manage day‑to‑day finance and accounting operations, including invoice processing, journal entries, bank reconciliations and VAT submissions.
• Oversee procurement activities, from request and quotation evaluation to purchase order issuance, vendor invoice verification and filing.
• Coordinate administrative logistics for meetings, trainings and events, and maintain asset and inventory registers.
