Project Officer – Climate-Smart & Agriculture

About the role

The European Union Delegation in Kigali seeks a Project Officer to support climate‑smart and agricultural initiatives. Working under the Head of Cooperation Section and the Team Leader for Green and Digital Transition, you will contribute to policy development and project management across the environment and agriculture sectors.

Key responsibilities

• Support sector analysis, monitor national trends and policies, and analyse data to inform EU strategy.
• Prepare delegation reports, publications, briefings and speeches, and maintain liaison with relevant European Commission Directorates and EU agencies.
• Manage the full project cycle – programming, design, implementation, monitoring, evaluation, closure and sustainability – in coordination with Rwandan authorities and partners.
• Oversee project administration, procurement processes and tender activities.
• Coordinate and monitor the EU partnership portfolio, identifying financing opportunities and tracking European funding programmes.

Required profile

• Relevant experience in project management, policy analysis and sector work related to environment or agriculture.
• Ability to work under supervision, collaborate with a small team and adapt to occasional atypical working hours.
• Strong analytical and reporting skills.
