Procurement Specialist

About the role

The Procurement Specialist will safeguard the integrity of ACES' procurement process, ensuring every purchase complies with the ACES Procurement Manual and international best‑practice principles. Reporting to the Director of Operations, the role is office‑based in Kigali and starts immediately on a fixed‑term basis.

Key responsibilities

• Lead the development and maintenance of the consolidated ACES procurement plan, aligning requirements with appropriate strategies to maximise competition and value for money.
• Advise requisitioning units on specifications, terms of reference and statements of work, ensuring they are generic, complete and free of brand bias.
• Determine the correct procurement method based on manual thresholds, document justification, and conduct market research to stay informed of market trends.
• Perform contract administration and management, monitoring service provision, KPIs and compliance with donor requirements.
• Ensure all procurement actions are recorded accurately, audit‑ready, and adhere to segregation of duties.

Required profile

• Proven experience in procurement planning and execution within an international or donor‑funded environment.
• Strong understanding of procurement regulations, thresholds, and segregation of duties.
• Ability to analyse market data and develop innovative procurement solutions.
• Excellent attention to detail and commitment to transparency and fairness.
