Planning, Monitoring & Evaluation Technical Advisor

About the role

The Planning, Monitoring & Evaluation Technical Advisor will support the Youth Entrepreneurship in Agriculture project in Rwanda, reporting to the MEL Manager and collaborating with the Project Manager. The role focuses on ensuring high‑quality M&E processes and data-driven decision‑making.

Key responsibilities

• Lead quality assurance of project‑level Monitoring & Evaluation and maintain the MEL plan aligned with the Theory of Change and donor requirements.
• Coordinate annual work planning, data collection, analysis, and progress reporting, including updates in the LogAlto system.
• Conduct MEL training and capacity‑building sessions for project staff.
• Develop and review M&E frameworks, manage results reporting, and oversee the M&E data management platform.

Required profile

• Master’s degree in Economics, Project Management, M&E or related field.
• Minimum 5 years of experience in planning, monitoring and evaluation within the development sector.
• Proven expertise in both qualitative and quantitative analysis and socio‑economic modelling.
• Strong data management, analysis and communication skills.
