Monitoring, Evaluation & Learning (MEL) Specialist

About the role

Carnegie Mellon University Africa is seeking an experienced Monitoring, Evaluation and Learning (MEL) Specialist to strengthen its ability to measure, understand, communicate and improve impact across educational, research and sponsored programs. The role works closely with program leaders, faculty, staff and partner institutions to embed robust MEL systems that inform decision‑making and demonstrate accountability.

Key responsibilities

• Partner with CMU‑Africa leadership, program teams and external partners to design and strengthen MEL systems.
• Provide technical guidance on theories of change, results frameworks, indicators, measurement approaches and reporting requirements.
• Integrate MEL best practices into program planning, implementation, review and continuous improvement processes.
• Promote consistent application of MEL frameworks, standards and methodologies across all programs and partner institutions.
• Support the planning, coordination and implementation of evaluations and learning activities.
• Synthesize findings into actionable insights and facilitate learning conversations with diverse stakeholders.

Required profile

• Analytical, mission‑driven professional with proven experience in monitoring, evaluation and learning.
• Comfortable facilitating learning dialogues, supporting evaluation activities and advising program teams on measurement approaches.
• Strong ability to synthesize data into clear, actionable recommendations.
• Experience working with diverse cultural and institutional contexts.
