About the role
The Investigation Manager leads end‑to‑end investigations of fraud, theft and organized crime within Watu’s smartphone financing portfolio in Rwanda. The role builds legally actionable, evidence‑based cases for sanction and prosecution while coordinating closely with law‑enforcement and legal teams.
Key responsibilities
- Lead investigations from case identification through resolution, sanction and prosecution.
- Ensure all cases are properly documented, evidence‑backed and legally actionable.
- Collaborate with the Legal team to prepare strong case files that meet prosecutorial standards.
- Conduct and supervise field investigations, interviews and evidence‑gathering activities.
- Lead operational activities including suspect identification and asset recovery efforts.
- Maintain proper handling, documentation and integrity of all collected evidence.
- Act as the primary liaison with Rwanda National Police and judicial authorities.
- Build and maintain strong relationships with law‑enforcement and external stakeholders.
- Coordinate with local intelligence sources to support active investigations.
- Identify fraud patterns and emerging risks using operational data and field intelligence.
- Provide insights to improve fraud prevention, controls and internal processes.
- Support the development and implementation of fraud prevention initiatives.
- Coordinate and guide the investigation team to ensure high‑quality execution.
- Provide oversight and quality control on active cases and support capability development.
Required profile
- Minimum 5+ years of experience in investigations, law enforcement or security‑related roles.
- Background in police, CID, military, corporate security, fraud or risk teams (telecom, fintech, financial services).
- Proven experience building cases that lead to prosecution.
- Strong field investigation experience.
- Experience working with police, courts or legal authorities.
- High integrity, professionalism and attention to detail.
