Human Resources Manager

About the role

The HR Manager will lead the Human Resources function on site, designing and implementing organisational structures, policies, and contracts for a mixed workforce while ensuring compliance with Rwandan Labour Law.

Key responsibilities

• Lead design, approval and rollout of new organisational structures, reporting lines and working‑time arrangements.
• Own end‑to‑end implementation of HR policies, ensuring clear communication and consistent application.
• Plan and manage re‑issuance of employment contracts for permanent, casual and cooperative workers.
• Maintain audit‑ready HR records, ensure statutory compliance (RSSB, PAYE, work permits) and oversee payroll, leave and attendance systems.
• Manage the full employee lifecycle and act as liaison with community, cooperatives and local authorities.

Required profile

• Bachelor’s degree in HR, Business Administration, Law or related field; postgraduate qualification or HR certification is a plus.
• Minimum 10 years progressive HR experience, including 3–5 years in a senior HR manager or department manager role.
• Strong knowledge of Rwandan Labour Law and experience with mixed permanent, casual and cooperative workforces.
• Proven ability to work independently in remote, resource‑constrained environments and deliver change programmes on time.

Required skills

• Advanced proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook).
• Experience using HRIS/payroll systems.
