Construction Manager – Civils

About the role

Mace is seeking an experienced Construction Manager to lead civil works on a landmark aviation project in Rwanda. You will oversee earthworks, pavement, drainage and related infrastructure, ensuring compliance with international and local standards.

Key responsibilities

• Provide construction management oversight for civil works packages, including earthworks, pavement, drainage and external infrastructure.
• Monitor contractor short‑term programmes, resource levels and plant deployment against the master schedule.
• Enforce quality management: review method statements, ITPs, material approvals, issue NCRs and manage close‑out.
• Chair daily/weekly site meetings, produce accurate records and action trackers.
• Ensure compliance with ICAO pavement standards, project specifications and Rwandan regulations.
• Manage interfaces between airfield civils, MEP duct crossings, lighting and perimeter security.
• Monitor weather impact on earthworks and pavement programmes.
• Identify variations, early warnings and change events; escalate to Senior Construction Manager.
• Oversee testing and commissioning of pavement, drainage and utility systems.
• Contribute to monthly progress reports with data, photos and programme commentary.

Required profile

• Minimum 10 years’ experience in civil/infrastructure construction management, preferably on airfield or major infrastructure projects.
• Strong technical knowledge of earthworks, asphalt/concrete pavement design and construction, drainage design and utility installation.
• Familiarity with ICAO Annex 14 pavement standards, FAA advisory circulars or equivalent airfield design standards.
• Experience in Sub‑Saharan or East Africa, especially on donor‑funded or government programmes, is strongly preferred.
• Degree or HND in Civil Engineering; professional accreditation (CEng/IEng) preferred.
• Ability to work effectively in a remote, resource‑constrained environment.
