Chief Strategy Officer

About the role

The Chief Strategy Officer will provide strategic leadership for a national public‑sector institution operating in a specialized science, technology and innovation environment. Reporting to the CEO, the role translates national priorities into actionable, measurable strategies and drives performance, impact measurement and resource mobilisation.

Key responsibilities

• Lead the development, review and execution of the institution’s corporate strategy.
• Translate strategic priorities into measurable plans, programmes, KPIs and institutional targets.
• Oversee performance management, monitoring, evaluation and organisational learning.
• Provide evidence‑based strategic advice to the CEO and senior management.
• Monitor global, regional and national developments relevant to the institution’s mandate.
• Guide international cooperation, strategic partnerships and resource mobilisation.
• Ensure alignment between priorities, programmes, investments and budgets.
• Promote a shared understanding of the strategy across the organisation.

Required profile

• Master’s degree in Strategic Management, Business Administration, Economics, Public Policy, International Relations, Engineering, Science, Technology, Telecommunications, Geospatial Studies or related field; PhD or professional qualification is a plus.
• At least 10 years of progressively responsible experience in strategy, policy, institutional planning, international cooperation or business development.
• Proven track record of developing and implementing organisation‑wide strategies and performance measurement systems.
• Experience engaging senior government officials, boards, development partners, international organisations and private‑sector stakeholders.
• Background in a specialised science, technology, infrastructure, telecommunications, geospatial or innovation‑driven environment is highly desirable.
