Human Resources Consultancy Services (HR Consultant)

About the role

WUSC Rwanda is seeking an experienced HR consultant to provide advisory services that ensure full compliance with Rwandan labour laws, support the transition of staff from consultancy to employment contracts, and manage expatriate staff considerations. The consultant will work closely with the organization’s leadership to develop robust, scalable HR systems aligned with local regulations and international best practices.

Key responsibilities

• Conduct a comprehensive HR audit and compliance review of all current contracts, including consultants, expatriates, volunteers, and interns.
• Assess compliance with Rwanda employment laws, social security contributions (RSSB), tax obligations (PAYE), and relevant regulatory bodies.
• Provide guidance for registration and periodic compliance with Rwandan authorities such as the Directorate General of Immigration and Emigration.
• Develop a detailed transition plan from consultancy to employment contracts, covering salary structuring, benefits, notice periods, and termination clauses.
• Draft compliant employment contract templates (fixed‑term, open‑ended, probationary) and offer communication guidance for staff transitions.
• Review and contextualize the WUSC Rwanda employee manual/handbook to align with local legislation and international standards.
• Deliver additional HR advisory support as mutually agreed.

Required profile

• HR consultant with demonstrable experience in Rwandan labour legislation and expatriate staff management.
• Proven ability to conduct HR audits, identify compliance gaps, and produce actionable recommendations.
