Country Lead & Director of Policy (Rwanda)

About the role

The Country Lead and Director of Policy for Rwanda will head IPA’s country program in Kigali, shaping research, policy influence, and operational strategy. Reporting to the Regional Director for East Africa and Asia and collaborating with the Global Policy team, this senior leader is responsible for advancing evidence‑based policy impact across government ministries and donor partners.

Key responsibilities

• Define and execute IPA Rwanda’s overall policy impact strategy.
• Provide strategic vision and oversight for Embedded Evidence Labs (e.g., Ministry of Education Lab, Graduation Lab within the Ministry of Local Government).
• Lead scaling programs such as STARS, an evidence‑based incentive scheme for public schools.
• Ensure financial sustainability and meet the country office’s strategic goals.
• Build and maintain senior relationships with government officials, donors, and research partners.

Required profile

• Extensive experience in policy research, program management, and evidence‑based development.
• Proven track record of influencing senior government stakeholders and donors.
• Strong leadership and strategic planning abilities.
• Excellent communication and stakeholder‑engagement skills.
