Consultant for GC8 Funding Request Application – HIV/TB/Malaria

About the role

UNICEF is seeking an experienced public‑health consultant to lead the development of a Global Fund GC8 continuation application for HIV, TB, and malaria in Rwanda. The role is home‑based and will involve close collaboration with the Ministry of Health, Rwanda Biomedical Centre and multiple stakeholders.

Key responsibilities

• Identify and prioritize high‑impact interventions across HIV, TB, malaria and RSSH to maximize value for money.
• Develop a comprehensive, evidence‑based program continuation application aligned with all GC8 modules.
• Prepare a detailed, justified budget and ensure alignment with prioritized interventions.
• Complete and validate the Health Product Management Template (HPMT) with accurate quantification.
• Prepare all required GC8 annexes and supporting documentation for submission.

Required profile

• Master’s degree in Public Health, Epidemiology, Health Economics, Health Policy or related field; PhD considered an asset.
• Minimum 10 years of international experience as a senior public‑health expert, including grant writing and management.
• Proven ability to facilitate multi‑stakeholder processes and work with governments, UN agencies, NGOs and CSOs.
