Technical Expert – Climate Change & Health (Consultancy)

About the role

The UNICEF consultancy seeks a technical expert to design, operationalize and institutionalize a climate‑informed health intelligence and early warning system for Rwanda’s Ministry of Health. The role supports evidence‑based decision‑making on climate‑sensitive diseases and strengthens health system resilience.

Key responsibilities

• Design and implement a climate‑informed health intelligence and early warning system within the Ministry of Health.
• Provide technical advice and capacity‑building to government counterparts on climate‑health data integration and risk assessment.
• Support timely, evidence‑based decision‑making for climate‑sensitive diseases.
• Collaborate with UN agencies, government and other stakeholders to enhance preparedness and response to climate‑related health risks.

Required profile

• Advanced university degree in public health, environmental and climate science, epidemiology or health economics.
• Minimum eight years of relevant professional experience.
• Demonstrated expertise in climate and health intelligence, early warning systems and decision‑support tools.
• Experience designing or managing projects on climate‑health data integration, risk assessment or public health preparedness.
• Strong analytical, problem‑solving, communication and report‑writing skills.
• Experience working in international or multicultural settings, preferably in Africa.
