Consultant for Gender-Responsive Budgeting Automation in Rwanda

About the role

UNICEF is seeking a consultant to support the design, implementation and automation of gender‑responsive budgeting (GRB) within Rwanda’s public financial management system. The consultant will work on‑site in Kigali for a nine‑month assignment, embedded in the Ministry of Finance and Economic Planning’s National Budget Department.

Key responsibilities

• Collaborate with the Ministry’s GRB Analyst and UNICEF’s Chief of Social Policy to define automation requirements.
• Configure, test and roll‑out gender‑tagging functionalities in the national IFMIS platform.
• Provide capacity‑building workshops for budget officers on GRB concepts and tools.
• Develop analytical reports and guidance documents on gender equity and child‑responsive budgeting.
• Monitor implementation progress and recommend adjustments to ensure alignment with Rwanda’s gender policy framework.

Required profile

• Master’s degree in Economics, Public Finance, Public Policy, Gender and Development or a related field.
• Minimum five years of professional experience in public financial management, budgeting and/or gender‑responsive budgeting, preferably supporting government reforms.
• Fluency in English and Kinyarwanda; French is an asset.
• Familiarity with UNICEF child safeguarding and PSEA policies is desirable.

Required skills

• Strong analytical and report‑writing abilities.
