Urban Development Expert – Global Gateway Talent Pool

About the role

NTU International A/S is building a talent pool of seasoned urban development experts to support the Global Gateway Transport and Urban Facility 2 project. The pool will provide short‑term technical assistance worldwide, focusing on Sub‑Saharan Africa, Latin America, the Caribbean, and Asia‑Pacific.

Key responsibilities

• Identify, prepare, appraise and implement sustainable urban development projects and programmes.
• Conduct urban diagnostics, prefeasibility and feasibility studies, technical assessments, and economic‑financial analyses.
• Support integrated urban and land‑use planning, master‑plan preparation and smart, green, inclusive city development.
• Advise public authorities on urban policies, regulatory frameworks, institutional arrangements and governance reforms.
• Prepare urban investment pipelines aligned with Global Gateway and European Green Deal priorities.
• Integrate sustainable mobility, climate‑resilience, disaster risk reduction, nature‑based solutions and green infrastructure into planning.
• Assist in socially inclusive development, including gender equality, accessibility and human‑rights considerations.
• Conduct financial assessments and identify financing mechanisms such as PPPs and private‑sector participation.

Required profile

• Proven experience in urban development, planning, infrastructure or sustainability consultancy.
• Demonstrated ability to work on international, multi‑disciplinary projects.
• Strong analytical skills for economic, financial and technical assessments.
• Excellent communication skills for advising public authorities and stakeholders.
