Senior Monitoring, Evaluation & Learning (MEL) Manager

About the role

The Senior MEL Manager will lead the design, implementation and oversight of Monitoring, Evaluation and Learning activities for the ACHIEVE project in Rwanda. Reporting to the Project Director, the role ensures high‑quality data collection, analysis and reporting to support evidence‑based decision‑making and meet donor requirements.

Key responsibilities

• Design and implement MEL plans, indicator reference sheets, data collection tools and reporting dashboards.
• Provide technical assistance and capacity‑building to sub‑grantees on data quality, entry, management and analysis.
• Conduct routine data quality assessments, lead data analysis, and produce donor and government reports including DATIM submissions.
• Facilitate learning reviews, pause‑and‑reflect sessions and coordinate weekly check‑ins with sub‑grantees.
• Manage the Senior MIS Officer and ensure effective use of the electronic case management system (eCMS).

Required profile

• Master’s degree and at least 6 years of relevant experience, including 3 years of management experience.
• Minimum 4 years leading M&E, reporting and learning for data‑intensive health programs, preferably HIV/PEPFAR OVC projects.
• Proven experience building capacity of local partners for M&E activities.
• Fluent in English and Kinyarwanda; strong written and oral communication skills.

Required skills

• Advanced proficiency in Excel.
• Experience with DHIS2.
• PowerBI for data visualization.
• Familiarity with DATIM and PEPFAR MER guidance.
• Use of electronic case management system (eCMS).
