Consultant – Costed National Nutrition Strategy (Kigali, 4 months)

About the role

UNICEF is seeking an experienced consultant to lead the development of a costed National Nutrition Strategy for Rwanda. Based in Kigali for a four‑month assignment, the consultant will work closely with government stakeholders and UNICEF teams to produce a comprehensive, evidence‑based strategic plan.

Key responsibilities

• Review existing nutrition policies and ensure strategic alignment with national priorities.
• Conduct situational analysis, stakeholder mapping and consultations.
• Develop the Nutrition Strategic Plan, results framework and detailed costing.
• Identify financing options and support resource mobilisation.
• Design implementation, governance and monitoring, evaluation and learning (MEL) frameworks.
• Perform risk analysis and provide recommendations.

Required profile

• Master’s degree in Nutrition, Public Health, Health Economics or related field.
• Minimum seven years of professional experience in nutrition policy, health financing and multisectoral programme design.
• Proven track record in developing national strategies, technical reports and policy briefs.
• Experience facilitating workshops, stakeholder engagement and capacity‑building activities.
• Fluency in English and Kinyarwanda; French is an asset.

Required skills

• Strong knowledge of nutrition programmes (maternal, infant, young child, micronutrient interventions).
• Expertise in health systems, public‑health principles and programme management.
• Advanced analytical and quantitative skills, including data collection, analysis and presentation.
• Costing and health‑financing analysis.
• Excellent report‑writing and communication abilities.
