Learning and Scaling Lead, Rwanda

About the role

The Learning and Scaling Lead will work closely with the Country Lead to shape and operationalise a learning agenda that turns programme evidence into actionable policy and system‑level insights for Rwanda. This position sits within UNOPS, supporting the Nkuza Neza initiative that aims to improve early childhood development outcomes and scale successful approaches nationwide.

Key responsibilities

• Operationalise the Sustainability Pathways Learning Agenda and refine priority learning questions with government and programme stakeholders.
• Develop annual learning plans and a roadmap to embed learnings within national systems, aligned with programme milestones and decision cycles.
• Establish mechanisms for tracking progress against sustainability indicators and ensure alignment with NST2 priorities and national ECD strategies.
• Lead the collection, synthesis and interpretation of implementation evidence, collaborating with Monitoring, Evaluation and Research partners.
• Identify emerging lessons, bottlenecks and opportunities for improvement, and support the production of periodic evidence syntheses and strategic insights for programme leadership.

Required profile

• Proven ability to work with government and programme stakeholders to define learning priorities.
• Experience collaborating with Monitoring, Evaluation and Research teams in a development context.
