Consultant for GC8 Funding Application Development – HIV, TB, Malaria

About the role

The consultant will support the development of the Global Fund GC8 continuation application for HIV, TB and Malaria in Rwanda. Working closely with the Ministry of Health, Rwanda Biomedical Centre and multiple stakeholders, the role focuses on designing a high‑impact, evidence‑based programme and budget.

Key responsibilities

• Identify and prioritize high‑impact interventions across HIV, TB, Malaria and RSSH to maximise value for money.
• Develop a comprehensive, evidence‑based programme continuation application aligned with all relevant GC8 modules.
• Prepare a detailed budget with clear unit‑cost justification linked to the prioritized interventions.
• Complete and validate the Health Product Management Template (HPMT), ensuring accurate quantification and alignment with the national CPDS.
• Prepare all required GC8 annexes and supporting documentation for the continuation application.

Required profile

• Master’s degree (or higher) in Public Health, Epidemiology, Health Economics, Health Policy or related field; PhD is an asset.
• Minimum 10 years of international senior‑level experience in public/global health, grant writing and management.
• Proven ability to facilitate multi‑stakeholder processes and work with governments, UN agencies, development partners and civil society.
• Extensive experience engaging with NGOs, CSOs and vulnerable populations affected by HIV, TB or malaria.
